Because Santa Ana is a charter city they can pretty much do whatever they want when it comes to setting up an assessment district like the one that covers Santa Ana’s downtown core. The law in Santa Ana that makes it possible for the city to levy an assessment tax on downtown property owners is written almost entirely from a state law that allows for the creation of, and taxation within, property business improvement districts.

Purity Has Its Place

President Obama surprised some and disappointed others with the tax deal he cut. Ideological purists are up in arms, saying he capitulated yet again. Pragmatists are impressed that he hoodwinked Republicans. One could argue that both perspectives are true.

Well, well well. Owing back taxes is no longer than exclusive domain of Obama administration appointees.

California Governor Arnold Scwarzenegger appears to owe tens of thousands of dollars in back taxes according to documents filed in LA Superior Court. In all, the Governator owes nearly $80,000. See the court filings here.
