The County of Orange has filed an assault complaint against the OCEA General Manager Nick Berardino. The complaint alleges that at a negotiations session on Wednesday Berardino allegedly “verbally abused and physically threatened with violence” county negotiators.

The lawsuit by former OC Waste and Recycling Human Resources manager Kathleen Tahilramani was brought to light in a Voice of OC story in September 2012. In her suit Tahilramani alleged improper conduct by County CEO Mike Giancola, the then director of OC Waste and Recycling, claiming harassment and retaliation because Tahilramani reported allegation of improper conduct to Central Human Resources.

The investigative reporting that exposed the government impropriety on the part of the officials of the City of Bell would not be possible if legislation passed as part of the state budget is signed into law. Because these laws place a mandated cost on to local entities, legislators and the governor, are trying to prevent local agencies from demanding reimbursement from the state for their compliance by making all of its provisions voluntary.
