My First DPOC Resolution Addresses Sanctuary City Status

At the next Democratic Party of Orange County meeting in about two weeks, I’ve put forth a resolution – my first as a member of the Central Committee – that was to address the need for making Anaheim a Sanctuary City.  Sources tell me that the Resolutions Committee has actually expanded this idea to call on Democratic Party electeds to push for Sanctuary City status in every Orange County city which tells me the idea has merit.

Southern California, from Ventura County to San Diego, has the largest concentration of undocumented immigrants in the country (New York City and Newark, NJ came in first); there are about a million people here who are not citizens — most from Mexico.  I initially started a push for Sanctuary City status in Anaheim after the rapid, brave and unanimous action by the Santa Ana City Council to defy President Trump.

Why Anaheim?

Because every candidate endorsed by the DPOC in November’s election, as well as Democrats who ran without the party’s endorsement, ran with support for Sanctuary City status on their campaign platform and the city’s large immigrant population.  It made sense. And it’s my first try at a resolution.  My plan was to expand this to Fullerton, Orange and Garden Grove if the effort in Anaheim was successful and to continue adding cities. The first person I asked to sign was Benny Diaz and he couldn’t get his pen out fast enough. I had the required number of signatures in about 3 minutes.

Anaheim is OC’s largest city by population and has a significant number of immigrants in the community.  District Three Councilmember Jose Moreno has already retreated from this campaign promise of Sanctuary City status and instead supports a Mayoral Task Force, led by Mayor Tom Tait who once pushed for a program that placed ICE officers in Anaheim jails, that will study the issue of making Anaheim a “Welcoming City” with meetings held first thing in the morning and not videostreamed on the Internet. It’s not clear if agendas or testimony from stakeholders would be available to the public who can’t make an 8:30 AM midweek meeting.  It’s my contention that Moreno should put forth a motion to make Anaheim a Sanctuary City even if the Republican majority on the council votes it down.

And by strengthening my resolution, the Party’s resolution committee is saying all elected Democrats should do the same even if they lack the votes to pass the measure because it tells our immigrant communities which party stands with them and which party does not.

Immigration raids, like the ones the swept Southern California last week, are about to get worse.  From Politico:

The expansive executive order signed last month by President Donald Trump allows a significantly broader population of immigrants to be picked up for deportation. And Trump has signaled he has every intention of using that authority to carry out his campaign pledge to deport millions of foreigners from the United States.

Immigration advocates say the stepped-up enforcement amounts to a new deportation dragnet that’s ensnaring otherwise law-abiding immigrants.

“In four weeks, we’ve seen three incredibly harsh executive orders targeting the immigrant community,” said Ali Noorani, executive director of the National Immigration Forum. “This is what he campaigned on, and now the country has to deal with the consequences.”

Now Sanctuary City status isn’t a blanket protection.  If federal immigration officials have a warrant, there’s little local police can do to protect a targeted individual from arrest.  What sanctuary city status does do is place all of the burden on federal immigration enforcement officers for enforcing immigration laws without the help or support of local police authorizes.  It’s a lot stronger brand than the “Welcoming City” status being sought in Anaheim now and a number of cities who are “Welcoming Cities” are also Sanctuary Cities.

Under Trump’s new orders, as many as 5 million immigrants could be targeted for deportation.  From Mother Jones:

In the executive order he signed on January 25, Trump prioritized the removal of undocumented “criminal” immigrants. Specifically, his interior enforcement plans call for the removal of undocumented immigrants who have been charged or convicted, or have even just “committed acts that constitute a chargeable criminal offense,” which could include everything from entering the country illegally to getting paid to work or driving without a license. Such a broad definition of criminality—the order also tells immigration agents to focus on those who are a “risk to public safety or national security”—has advocates for day laborers more than a little concerned.

“What President Trump wants to do is increase that kind of enforcement and target—not just certain crimes, but anybody that has any kind of criminal past, any kind of ticket or infraction,” says Victor Narro, project director at the UCLA Labor Center. “That’s the danger” for day laborers.

  1. 1. I think I agree, Jose should bring this question up at some point, at least for discussion, since he expressed support for it during the election. Not for the next couple of months though, the agendas have been mammoth.

    2. I know you think you’re taking some kind of clever revenge with this resolution, because of Diamond’s and LeTourneau’s resolutions in favor of districting and later censuring Brandman for trying to sabotage it. But it’s not quite equivalent – Sanctuary City is not gonna happen, whereas district elections would have proceeded smoothly if not for Jordan’s attempted sabotage.

    3. Spoiler alert – Anaheim already IS a de facto Sanctuary City.

      • 3. The raids HAVE come in Sanctuary LA and Sanctuary Santa Ana. Declaring one’s city officially “Sanctuary” is no protection from ICE raids. I’m working on a piece about this, I’ve said enough here.

          • Nothing you say means anything, does it? You just admitted making the gesture of calling “Sanctuary City” is meaningless. So what is the point of your damn article? Or “resolution?”

            • Man you’re dumb. How many times do I have to say it? The OC immigrant community needs to know which party is fighting for them. Even if this measure should go down to defeat in each city council, we’re on record as the party of and for immigrants. Its a line in the sand.

              Remember, there’s a movement in the state legislature to make California a sanctuary state. But you’d be against that because it might make Tom Tait look bad.

    • Yes Vern, you called this perfectly. Dan’s Resolution directly attacking Dr. Moreno and the City of Anaheim is a politically naive and vindictive payback for the DPOC’s support of Dr. Moreno. To demand a Santa Ana style Resolution (7-0 Democrat Council) from the Anaheim (6-1 Republican) Council is to doom the measure to failure and preclude any of its benefits from being passed on to those who desperately need protection from the Trump administration. However, the current Moreno/Tait led Anaheim effort to provide the Sanctuary City protections through the use of the Mayor’s Advisory Council is a masterful effort to pass meaningful legislation that will benefit thousands. Finally, Murray and Kring’s efforts to hijack the Advisory Council by alleging it as non-transparent is also nothing more than an effort to rev up their racist supports in and effort to defeat the much needed protections modeled after the SA resolution!!! Nice try Dan but you need to remember that everyone is aware of you previous efforts to undermine the DPOC endorsed candidate. Time to get with the program!

      • No Jeff, it’s about helping Anaheim’s immigrant community many of whom want what Santa Ana achieved. Welcoming City status does not provide the same protections and assurances that Sanctuary City status has and I doubt Tait would take a pro-Sanctuary City position. All DPOC endorsed candidates ran on a pro Sanctuary City platform including Democrats not endorsed by the party. Shouldn’t we hold candidates accountable after they are elected Jeff? And the Tait advisory Task force isn’t transparent. Please tell me how you think it is?

      • It’s not my place to say, but several hundred students who participated in a ANAHEIM SCHOOL DISTRICT outdoor ed week, were stranded due to weather. The kids were well cared for, enjoyed an “extra” vacation day in a rare winter storm.

        I am told Mr. and Mrs. Moreno turned this into a RACE issue, Jose being particularly distasteful. I don’t care much for the guy. He comes across full of sh!t and upward mobile to me and the people who actually work in our school community.

        Jose lives in a LARGE 2,000 SF home one of Anaheim’s safest, most wealthy neighborhoods. For him to cry poor and his silly advocacy is disingenuous.

        • Fake Vasquez is dumb as a rock as always. I’ve never heard Jose “cry poor,” and you don’t have to be poor to advocate for the poor. The two Presidents we’ve had who did the most for the poor were both filthy rich – FDR and JFK.

Dr. Jose Moreno, a public employee who earns over $100k per year as an college professor is married to another public employee who makes close to his $100k. They pay LITTLE OR NO HEALTH CARE COSTS (we do for them). Dr. Moreno fleeces Anaheim for stipends and now he is asking for donations for his silly frivolous travel?

                  That smacks of fraud and certainly supports a charge of crying poor. Maybe he can steal a page from Diamondz book and collect leftovers too.

              • This won’t surprise you, Vern, but everything that “David Vasquez” says up there is false. I don’t know who Fake Vasquez really is and where to find him; if I did, I’d be in court (as it would be quite straightforward) and I’d have subpoenaed this blog’s records to see *who else* he also is.

                While we both know that one of our friends *did* have someone contact their employer to cause trouble for them — which seems to be what inspired Fake Vasquez’s lie — I have never contacted any person or entity with the intent of finding out whether they employed a David Vasquez who comments in blogs.

                I word that so carefully because Fake Vasquez likes to make accusations that might be defended as being *literally* true while their implication is entirely false. I can’t rule out that I have ever contacted his employer because I don’t know where he works.

                If he works for the federal, state, county, or one of a number of City governments, or local colleges and universities, for example, then it might well be true to say that I had “contacted his employer” — I’ve contacted various of them — but the implication that I had contacted them ABOUT HIM would be false.

                That’s the kind of puerile game that Fake Vasquez likes to play. A while ago, in listing my sins on this blog, he said that I had called Jose Solorio’s mother a “bitch.”

                “Huh?,” I said to myself? I don’t know anything about Solorio’s mother and have never said anything about her at all. But then I remembered encountering a snotty little attack of that sort from eighth or ninth grade: the idea is that when you call someone an “SOB,” i.e., “a son of a bitch” — a term obviously meant to be construed figuratively — one is calling their mother a bitch.

                Sadly, Fake Vasquez thinks that he is more clever than he is. Defaming me by publishing the charge that I called Jose Solorio’s mother a bitch could not be defended against on the grounds that it is true — because even if you took the figurative term literally it could have been Jose Solorio’s *father* that I would have been calling a “bitch.”

                Also, for the record: I don’t recall the Weekly ever using the term “Crazy Greg” for me (although who knows); Doug Pettibone never punched anyone (at least in any situation resembling anything claimed here); he, Jose Moreno, and CATER have been as transparent as required by law; and the “David Vasquez” persona here has not always been transparent, or I *would* know who he was and would be in earnest communication with him.

                Transitioning slightly: one thing that I like about this site’s use of avatars, by the way, is that you can see how many different accounts Fake Vasquez and others use.) And you can see when the email address associated with a given avatar also appears associated with some other person’s name.

                But what other readers may not understand is that the use of these fictitious personas in designed to leave the target of their attacks wondering who is behind them — and ideally to poison the target’s social relationships by raising the possibility that anyone may be the source of such attacks. It’s a cruel attempt to intentionally inflict emotional distress in the target, to use a term of art.

                The host of this site often harks back to a statement once published in Vern’s blog where David Zenger, in a sardonic comment on our host’s hypermasculinity, japed in response to Ryan Cantor’s assertion that our host “wouldn’t know an honest man if one punched him in the face”: “Aw, now, why did you have to mention punching? Now he’ll have to remind everyone about the time he got all aggressive on that little dude in the wheelchair after 6 AM ‘bootcamp’ got his testicular fortitude all amped up.”

                Zenger clarified a few days later: “Aw, I understand Mr. C is bent out of shape about this obviously satirical comment about his alleged manhood.” Not a polite retraction, but enough to clarify that he was not asserting that our host ever assaulted anyone in a wheelchair. Nevertheless, our host has continued to cite Zenger’s remark as a way of justifying all sorts of vicious (and un-retracted) ACTUAL defamation on this site — despite that if he felt that Zenger was serious he could have easily located him and either sued him for defamation or challenged him to a fistfight, depending on how well boot camp was proceeding.

                Zenger continued: “Apparently this delusional character thinks I was deliberately making up a lie about him because he is, you know, so worth lying about.

                “Of course if he ever cuts out the comical uber-masculine masquerade the satire would go away, too.”

                Compare that supposed *casus belli* (over which I have no control, because it’s not my blog and Vern is not inclined to censor Zenger) with the sorts of attacks that regularly appear here against me and others, which are not sardonic, but have a surface plausibility (someone in my position *might well* try to contact employers to find out who among people with a common name like “David Vasquez” is defaming them — I just don’t happen to have done so because I don’t want to disturb the innocent) and are never retracted.

                Our host is a member of his party’s central committee now, and other members of that committee might want to state their views on someone providing shelter for these sorts of scurrilous and defamatory attacks.

                  Yeah well, Cookoo, it just may be that I have an email account for work, one at home and or one on my IPAD/IPHONE. I understand your phychosis might not allow that kind of reason, so I thought I might help you out bud.

                  BTW- The term “work” refers to a place where one earns a living to support his/her family. It generally involves a task not related to thousand word blog posts that no one reads. Of course some people are lazy, don’t work and rely on their spouses, so they can do “important work”.

    Are there substantive differences or is it mostly symbolic?

    • there are more than 400 sanctuary cities across the nation. Should the state legislature move to make California a Sanctuary state, I’m surer Diamond will complain because it makes TAIT LOOK BAD.

And I am not in any way a fan of Matt Cunningham, but at least he is consistent and upfront in being a right wing Republican.                 And then I stayed that way for a couple years cuz I found I could get into certain events and report on them. But I never stopped voting (mostly) Democrat, and working for causes that Democrats SHOULD work for.

    • Trump wasn’t president; Larry, Beth and Kang passed a living wage law that greatly benefited any workers in Irvine including Latinos. Irvine’s Latino population is between 6 and 8 percent with the vast majority being legal residents.

      Where were you when BackPage.com was paying a significant portion of your paycheck? Those 15-year-old hookers made you a lot of money. What are you doing to make that right?

      • Ah, just read this. The sanctuary city movement has been around for years. Living wage isn’t sanctuary movement—instead, Larry thought a big show of solidarity was inviting the Nicaraguan baseball team. But keep making excuses for him, and for your convenient Aztlanista moves.

        Also, are you OC Weekly’s accountant to know so much about our finances? But keep whining your whines about us, because the people who matter know what’s up, while CHAVALAS like you just, well, CHAVALA-ing along!

        • Gustavo: the DPOC and the Democratic Foundation of OC (EDs & staff) have vacillated b/w being anti-Latino or indifferent to Latinos for decades: Barbaro, Jacobson, Aiken, Levin … this blog carries on that tradition.

          • I don’t think you’ve read enough of this blog over the years to make a case for that. We’ve been huge advocates for Loretta Sanchez, Linda Sanchez, Sharon Quirk Silva, Lou Correa, Jose Solorio and others over the years. We’ve also backed Jewish candidates, Muslims, African-Americans, and Asian-Americans too. Race frankly shouldn’t matter. The record is pretty clear. Claudio Gallegos did a masterful job covering Latino issues for us while he was able to write for us. Your comment is untrue and unfair.

        • The people that matter know what’s up? Does the 15 year old forced into BackPage sex trafficking matter? How about the dozens of them? Hundreds of them? Thousands of them? All bought and sold for sex online by a website that put money in your paycheck? Grow a pair and acknowledge the facts here. Admit some shame at least. You saw the stories. You said nothing. Perhaps you do have a track record of helping Latinos in OC. You don’t have one when it comes to aiding victims of Backpage.com

  7. Dan, what’s going ? You were doing so well leading the omega movement, having a 70 yrs old woman and a 2 years old baby trampled by your followers.

    We, on the other hand, lead a responsible movement, publishing another widely read 10K document about the resistance, this time from Michigan.

    From our Starbucks’ front lines, our correspondent from Anna Dr is saying not to report ICE sightings until they’re actually happening. Then the people arrested can read our short guide on prepping for the ICE storm. In the meantime, we resist the psychological warfare.

    You’re not sincere in your resolution. Not even the Dem Mayor of Phoenix voted for a Sanctuary City. You have a beef with Jose before districting and you’re just trying to position your faction for future elections. You advocating for most Latinos? Solorio running to shake hands with Ted Cruz, remember that? Give me a break.

    You’re spending too much time with the meanies from the Orange City AnaheimTheCatchblog@. The DPOC should pull its ad down from your blog, you don’t have any shame on pigbacking from that alt right propaganda site .

    How do you like the interview with Tom? Better than yours with Kris. It was just a coincidence that we had pulled the Koch Brothers boycott sign before publishing it. You know, that pension thing.

    If ICE comes to Anaheim, sanctuary city or not, even Denise will join Tom to make sure that non-felons are not arrested. Will you and fake Vasquez join us?

    • I think your comment is all over the place. I don’t believe for a moment that Tom Tait will lift a finger to help anyone who’s a non-felon get taken in or deported by ICE. Tait really doesn’t want a Sanctuary City status for Anaheim and place millions of federal funds at risk (he has a big staffer’s salary to pay and her pension is the only one he cares about).

      Dr. Moreno’s campaign compared to his actual work as a council member is a giant flip flop. Camping Ordinance, Sanctuary City Status, Transparency are three solid examples where he’s letting Tait lead and he’s following.

      When it comes to policy issues, like SC status, transparency ought to be the case. When it comes to business negotiations with labor unions, the interview process for senior city staff, Angels/Ducks negotiations, that’s quite a different task. I think Anaheim could have had the Chargers for three seasons but the environment was so toxic, the team is moving to a smaller venue with lots less drama.

      As far as “Trump Too Shall Pass,” I’m horrified by what I see and my resolution is squarely aimed at addressing this via the only tool we have in one of the county’s most Latino cities — that’s why I targeted Anaheim first. It’s really that simple and if you believe me or not, it’s the truth.

  10. So there was a great comment following new DPOC chair Fran Sdro’s edatorial on the Voice Of OC. It questioned among other things that how out of 525,000 registered Dem’s in OC , could three of the five central comitee members be related (AD 55 Jeff Letourneu, Greg Diamond and Johna Barcelona). The commenter reminded readers that the LeTourneu cabal (with its sister team Pantone in AD69) Was doing exactly what the Tea Party did to take over the GOP 10 years ago. Taking over the local comittees and RAMMING their extremist veiws down the throats of even handed people. Soon they will begin to infiltrate comittees and get like minded extremist candidates nominated/endorsed. As the commenter noted, these guys are the same “progressives” who got us President Trump!

    It’s too bad the comment was removed. But, I suspect Pantone or Jeff complained to Nick or Noberto.

    I along with this guy wish Fran well. But, hopefully she’s got eyes in the back of her head, because the long, sharp knives weilded by these folks are hard to see coming until they are burried deep in your back.

    • they represent the Central Committee in AD-55; there are a lot more than 5 Central Committee members total (six from every assembly district). I’m sort of enjoying how critical they have been of me since I took office while ignoring their own same behavior they accuse me of….

      Lets guess that there are about 75,000 registered Democrats in AD55. Let’s assume Dan is right and there are six CC elected members per district. Jeff Letourneau and Greg Diamonds family (I don’t know really whose family it is) make up 50% of the elected party body for that district. Add to that the fact that the 69th AD with about the same number of registered Democrats has 33% of it’s representation from the very couple who worked tooth and nail AGAINST a Latino representative in congress (I believe the husband was a campaign consultant/manager for Joe Done). Add to that the relative Democratic newcomer, Jose Moreno (who was to frightened to take a political stand until he PERSONALLY BENEFITTED from it= COWARD) and you have a real play for power.

      Someone else will have to tell the story of Jeff’s petulant moves with OCCORD and Greg’s power grab attempts. I am not that well in touch with the beauty parlor tactics they like to employ.

      But as R. Scott Moxely said in 2012;
      “How Diamond, 52, responds to accurate observations about his often neurotic conduct by threatening retaliation.”
      May help explain why he is referred to as “Crazy Greg.

  12. Really, Dan hates Colonel Applegate because he was a Bernie supporter, and he’s dying to start up more intra-party bitterness for 2018. And apparently Mike’s an old friend of his, a corporate Dem like him, an old throwback to the Barbaro era, and Dan sees no problem with a guy from Irvine trying to run in San Diego County. Mike does sound like a much better fit for Mimi’s district, and is no doubt head and shoulders better than Mimi.

    Oh but did you hear, he’s half-Mexican!

        I’m gonna say yes it is, and so is Huntington Beach.

        Huntington Beach, California is not’ a sanctuary city. Not to long ago i posted this on a thread, replying to a post

        Special Jurisdiction Police – Officers for special jurisdictions provide police services for defined entities or areas within another jurisdiction. These include parks, schools, transportation assets (e.g., airports, subways), hospitals, housing authorities, and government buildings. Special jurisdiction police are generally full-service departments, offering the same services as local police.

        Deputy Sheriffs – Generally sheriff’s offices are granted authority by the state to enforce state law at the local county level. Deputies commonly run the local jail, serve warrants and court summons, and respond to calls for service in areas outside local police jurisdictions.
