So there is no requirement to move into the district after election. A member of Congress merely needs to reside in the STATE (not the DISTRICT) that s/he represents. There have been a few cases of Congressmembers residing outside of their districts, but not many. Article 1, Section 2 of the Constitution:

I still don't see a lot from Ron's campaign about what his platform is, and in Ed's case, I'm bothered by people from outside the district running for Congress.
